BIOLOGICAL BATTERY AND AGGRAVATED
HARASSMENT

TO THE GENERAL PUBLIC, LAW ENFORCEMENT, AND ALL PUBLIC SERVICE COMMISSIONERS:

I. THE VIOLATION OF HUMAN SOVEREIGNTY AND INTERSTATE STALKING 

Notice is hereby given that the Johns Hopkins Applied Physics Laboratory (APL), in coordination with Nokia Federal Solutions, has executed a non-consensual "Sentinel" tracking protocol against a South Dakota free woman and daughter. This involves the unauthorized assignment of a UUIC/UUID (Universal Unique Identifier) during a stay in Maryland, which has been used to facilitate systemic, interstate harassment and biological data mining across multiple state lines.

II. THE TECHNOLOGY: "KINEMATIC TOKENIZATION" via PROPRIETARY NOKIA MESH NETWORKS

The infrastructure currently deployed in Watertown (Tower ASR #1061590) utilizes the March 2026 Nokia Doksuri/AirScale suite. This hardware is powered by ReefShark SoC AI-processing, which allows for:

Integrated Sensing (ISAC): Turning the air into a radar sensor to "handshake" with biological signatures.

Continuous Authentication: Using the Maryland-assigned UUID to "ping" and verify the biological markers of the victim and their 9-year-old minor daughter through the structural walls at a lawfully established living quarters in the regional area.

Broadband Exploitation: Misusing federal "Broadband Expansion" funds to finance a biological surveillance mesh under the guise of public utility.

III. PHYSICAL HARM, ATTEMPTED MURDER, AND CLINICAL SYMPTOMS 

The "Sentinels" overseeing this project are acting with reckless indifference to human life. The following symptoms are documented as evidence of Aggravated Battery:

Cardiovascular Distress: Acute, sharp heart pain and pressure upon waking.

Vascular Injury: Red streaks and acute pain under the fingernails (sublingual distress).

Neurological Shock: Systemic "rocking" and "swaying" sensations (vestibule disruption).

Endangerment of a Minor: The non-consensual instrumentation of a minor child is a Class 6 Felony in South Dakota (SD § 22-21-4).

IV. INDIVIDUAL AND CORPORATE LIABILITY 

There is no immunity for criminal acts, intentional torts, or "National Security" facades.

HHS ORI Filing: A formal allegation of Research Misconduct has been filed under 42 CFR Part 93 (2026 Final Rule) for debarment of all APL staff involved.

SB 49 Enforcement: Each unauthorized "handshake" is a violation of South Dakota SB 49, carrying a $5,000 penalty per data set.

Punitive Damages: We cite the $950 million corporate liability benchmarks of 2026 for "reckless disregard."

We will pierce the corporate veil to seize the personal assets, homes, and foundations of every board member and
investigator involved.

V. FINAL DECLARATION

We are not "Managed Assets." We are not "Tokens"; We are living souls with a divine spark, and multiple layers of protected biological sovereignty.  Any further "handshake" with our biology is a premeditated act of violence, metal anguish, and lacks the upholding of the religious freedoms of this ordained minister, and subject to our pair of 5 millions dollar administrative fees as scheduled in our current 2026 Administrative Fee Schedule.
